A scrunchie is gathered fabric, and how full it looks is decided by one number: the ratio of the fabric tube length to the finished elastic length. Gather it three times and it is generous; gather it barely more than once and it is a limp band with a seam.

That number is the whole visual difference between a scrunchie that photographs well on a wrist and one that looks apologetic, and it is the first thing reduced when a unit price has to come down — because it is directly fabric cost and it is invisible on a spec sheet.
